To allocate 1GB of RAM (not recommended) :
java -Xmx1024M -Xms1024M -jar paper.jar nogui

To allocate 2GB of RAM :
java -Xmx2048M -Xms2048M -jar paper.jar nogui

To allocate 3GB of RAM :
java -Xmx3072M -Xms3072M -jar paper.jar nogui

To allocate 4GB of RAM :
java -Xmx4096M -Xms4096M -jar paper.jar nogui
