The Zodiac Spear in Henne Mines can be found at the beginning of Special Charter Shaft. This area (Phase 2) is only accessible after you have obtained 10 Espers in the game. The treasure chest has only 1% chance of spawning, but it is guaranteed the Zodiac Spear when it does.
