IN order to Create Shopping ads You Need
1.Google ads account
2.Google Merchant centre Account

As Shopping ads are meant for e-commerce website, creating ads for many products is not possible with normal Google ads account. Thats Why we Use Google Merchant center Account . If your website is word-press You have to create Feed. Google give one spread sheet in that you have mention fields like Product Id, Title, description, Availability, Condition, URL, Product Image and Product catogory.
With this Information Google automatically target the keywords and create ads . If your website is Shopify Just Click on Content API Feed automatically done by this API.
After that Link Both Google merchant center account and Google ads account so that these keywords and Ads will be live for the campaigns.
