Internal and external contours must be resized to tool size/2. For more clear and power solution you may find how to generate g-code in FreeCAD for different types of CNC machines. But it willn't be so fastly.
Upd: dxf2gcode very useful tool, for example, with mouse you can reverse directions of paths.
