According to the Internet you can actually install SAPI 5.1 voices on Windows 98. In this video I used Windows 98 SE virtual machine to experiment with. It evens works on Windows 2000 and Windows ME. Windows 2000 comes SAPI 4 voices you can actually use SAPI 5.1 voice with third party applications like Speaking Notepad. Windows XP come default with SAPI 5.1 voices. It comes with Microsoft Sam,Mike, and Mary voices all together. The SAPI 4 voices doesn't have many bugs like SAPI 5.1 does with Microsoft Sam's voice. You can only use Speakonia with SAPI 4 voices.
