Borderlands 3 - FIX for Stuttering , FPS Drops in Battles / Increase Performance

Make sure you own a High or Mid end PC, it will load all the textures before the game starts which will require more resources like Ram and Vram.

This is the fix:
Use DX12, set -NOTEXTURESTREAMING in your launch options and set the Texture Streaming in options to LOW.

*I repeat this fix is intended for those that have a capable pc of running BL3 but they have stutters and fps drops when there are many enemies around them.
I tested it on my RTX 2080,9900k & 32gigs of ram and runs beautiful after that. (maybe its op but it will work in others too)
