[Metamorph League] Freezing Pulse Totems 3.9 Build Update

Wanted to try and get an initial update to the Freezing Pulse totem guide out before league start for those that wanted to league start this build again in 3.9. There's still a lot of questions that can't be answered until we get in there for ourselves and start finding new Conquerors influence items, but there's still plenty we do know and can plan for in terms of the new Awakened gems.

This tool is open source and perfectly safe; Openarl now works directly for Grinding Gear Games on Path of Exile but still maintains this program on the side.
