POE Arena Master Spectre

These have a buff spell that is on a 12 second cooldown, the buff they apply has a base duration of 4 seconds and is not stackable.
The buff is called Arena Masters Presence.

These give allies a buff that increases: damage,attack speed,cast speed and movement speed by 20%.

These were long believed to have the downside of increasing damage taken by allies by 20% as well, this however does not seem to be the case.
They don't seem to take increased damage themselves either.

It is curious however; as the Buff still states that it has some kind of base damage taken effect?

These can be found in maps that contain Drox's citadel.
