After download unzip the rar file.

Launch PL SQL developer give username password and database if you also have 10g database otherwise cancel it.

Click on help option from top menu bar and select register.

Goto given rar file folder and run keygen.

Copy product code and serial number and paste in same option in register popup.

Then click on register
