Jason Husser, assistant professor of political science at Elon University and assistant director of the Elon University Poll, compares modern Internet access to the construction of early American railroads. Though the railroads were initially not profitable to build, Husser explained, government subsidies supported their construction for long-term gains.

Because the Internet today is loosely regulated, Husser goes on to say, there is no incentive for Internet service providers to extend their service to rural communities in the absence of government funding.
