CS2 Lag/Stutter (With Stable FPS and Ping)

Problem:



Gameplay lag/stutter as if I have ping spike, but my network and fps stays stable. As shown in the video, movement is stopped for a second and weapon switching is lagging or not registered at all. Player model would move backward and bullet not registering- rendering the game unplayable.


Not sure if it is related but the system is lagging when the game is on, and screen freezes for longer when alt+tabbing with this message in the console "CSwapChainBase::QueuePresentAndWait() looped for 23 iterations without a present event. Excessive frame time of 298.47ms clamped. Acting as if the frame only took 100.00ms".
