This is my upscale project for Resident Evil Outbreak, in this video I'm showing how the original and the new textures compare.
this is a 4k version and I will release a 1080p version some other time

This corresponds to the Japanese version of the game, but it may also work on the other versions:
rename the folder to the ID that corresponds to your version of the game,
SLUS-20765 for the USA version, SLES-51589 for the European version

Update:
I have updated both games, fixed some stuff that needed to be fixed like some broken textures on some levels and redid the main characters, all NPCS and alternate costumes for all characters and among other things, I had to remove some textures because they were broken and now that everything is fixed it looks much better now, I have also changed both games from PNG to DDS format for faster loading because I experienced some crashes with the PNG format and thanks to DDS it doesn't crash anymore and there is no difference in quality.

Instructions: inside your PCSX2 emulator folder, paste the extracted folder inside the "textures" location folder, once you've done that, just head back to the emulator menu and head to the Settings tab, then graphics and go into the texture replacement section and turn on the "load textures" option.
