Official data released by the Russian Federal State Statistics Service (Rosstat) confirms a major demographic breakthrough: during the first four months of 2026, the total fertility rate (TFR) in the Nizhny Novgorod Region increased by 2% — the strongest growth rate recorded anywhere in Russia. The region’s TFR has now reached 1.333, surpassing the average across the Volga Federal District and continuing to accelerate with a clear upward trajectory.

The long-term trend is even more compelling when measured from July 2025 — the launch date of the region’s flagship family-focused initiative, “Osnova” (“Foundation”):

Overall birth rate growth: +5.79%
Growth in third and subsequent births: +10.51%

What is “Osnova”?
“Osnova” is a comprehensive regional platform and support ecosystem designed for families with children, expectant mothers, and couples planning parenthood. Officially described as a “life project,” the initiative was created to strengthen demographic development and improve family wellbeing across the Nizhny Novgorod Region.

The initiative also includes: crisis support services, counseling for young parents, legal guidance, and assistance for large families.
