CMP 40HX repaste and moving Turing out for RTX 3070 GPUs

As time goes on, I start to really appreciate rigs with like GPUs for tuning reasons. the CMP 40HXs get a repaste which was well worth doing, and Turing moves over to RaveOS for part time duty.
