*UPDATE* - Thanks to Reddit user JoHien, the issue is the Bloom setting. Disabling Bloom in game will get rid of these flashing artifacts. Personally for me that's getting into the territory of altering the game's intended presentation a little too much, disabling bloom really dulls the lighting in the city unfortunately.
An issue report has been filed on the mod creator's github, they are looking into potential solutions for this.

Resident Evil 3 with the DLSS Upscale REFramework plug-in mod, showcasing the firefly/flashing lightbulb problem in some specular surfaces.
This also has the LODBias configured through Nvidia Profile Inspector, set to -0.500 which this mod recommends. Previously uploaded video inadvertently likely had this set to an incorrect level, leading to excessive flickering which is no longer present. As well, disabling motion blur + lens distortion effects significantly reduces specular edge shimmering while still preserving much of the games intended look. You get the vastly improved clarity of DLSS with minimal side effects.
...except one. As this video shows, there is a bizarre flashbulb-popping effect that occurs on certain wet surfaces with rain/blood, no graphical setting change can alleviate this (*see update). This occurs on the entire RE series using this mod, in 2/7, and Village unfortunately. Hopefully this can be rectified in future versions.
