"BICYCLING made SIMPLE" features a bike ride in Ferguson, Missouri, USA, on Saturday, August 18, 2012, from 3:00 pm to 4:30 pm, mainly on 4-lane major roads. The ride was from my home in the Lake Pembroke subdivision to Gerry Noll's Ferguson Bicycle Shop in downtown Ferguson, about 2 miles away. I was leading and videotaping both forwards and backwards with helmet-mounted cameras which allowed me to capture our seamless interaction with motorists while we mostly controlled the curb/outside lane on four-lane roads while riding in single file.
Lane control by cyclists is now allowed unambiguously by a local Ferguson ordinance, enacted on June 26, 2012.
This new ordinance replaced a previous one based on discriminatory Missouri state law requiring bicyclists to “ride as near to the right side of the roadway as safe,” with some exceptions, including the undefined “when the lane is too narrow to share with another vehicle.”
This requirement is referred to as the "Far To the Right" (FTR) law, and is common in many other states. It essentially treats cyclists as second-class road users and should be repealed in all states, starting with cities and counties if a state effort is impractical.
The City of Ferguson's new ordinance allows cyclists to choose whether to control or share the curb lane. The ordinance was the result of leadership by the Ferguson city administration, supported by almost all elected city council members.
