To get the saddle on the dragon:

1. Wait for the dragon to grow up all the way, this takes a long time.
2. Hold a horse saddle and long-press (mobile) or right-click (PC) on the dragon.
3. If this doesn't work, the dragon probably hasn't fully grow up.
