Fallout 4 3rd Person environmental Stuttering IFPSclamp issue.

Had to sell the PC over a year ago now, couldn't get the game to work after re-installing on a new machine.

Setting IFPSclamp=60 has solved this shaking issue. Unfortunately, this also breaks the game in other ways, so isn't actually a fix.

Below is the list of fixes, that failed ;
-I have tried the changing the shader cache setting
-tried windows/borderless mode
-tried varying resolutions
-Set GPC to maximum performance
-Changing phisX in control panel
-I don’t use any mods.
-disabled 3d vision in control panel and windows
-disabled overlooking on both GPU and Card
-ensured DPI is set to %100
-select preferred graphics processor for this program- option was not there
-I have re-downloaded and reinstalled fallout 4 and ran in compatibility mode
-I have started a clean new game after deleting all prior saves and downloaded a second time
-reinstalled steam / ran in admin mode
-i have tried windowed/borderless- no difference/ game slows down in FPS
-I have tried disabling hyper-threading through bios
- I have tried running the game at minimum settings-
-I have tried INI tweaks such as disabling the in game Vsync / capping FPS
-I have tired a 60htz monitor via HDMI
-i have tried a Gsync 144 HTZ monitor at varying refresh speeds via DP and HDMI
-tried running 60Hz, the iPresentInterval value correctly set to 1 - tried 0-2
-tried running at120Hz, the iPresentInterval value correctly set to 2 -tried 0-2
-tried running at 144 htz with 120htz cap - tried iPresentInterval value - 0-2
-I have tried different output ports on the GPU
-Tried a new GPU
-I have tried Nvidia inspector / Riva tuner to cap frame rates
-I have tried Adaptive Vsync
-tried a multitude of settings in nvidia Control panel
-tried Geforce optimisation settings
-tried uninstalling geforce experience.
-changed phase settings
-turned off FPS counter/steam in game overlays
-tried running the game and steam as administrator
-I have verified the game cache integrity
-i have disabled steam community in-game
-made sure 3d vision is disabled in windows.
-disabled stereoscopic 3d in nvidia control panel
-performed a clean boot up
-tested a a new administrator account.
-clean uninstall of nvidia drivers and reinstall using DDU-
-tried in offline mode on steam
-Replaced graphics card
-tried re-seating the card
-tried a different slot for the card
-checked antivirus software and firewall settings
-Replaced PSU/RAM/ ram
-uninstalled 360 controller ,started fresh game.
-tried command console to enable no clipping
-tried rolling back drivers for GOU
-replaced motherboard/ CPU / HD with different models
-fresh install to a New hard drive all windows /software updates done.
-Deleted the .INI files and Verified the Integrity of the Game Cache
