Console Command: SetKeywordDataForLocation 16772 CWOwner 2

Been trying to fix this glitch for the past 4 days Haven't been able to advance in the story. I tried everything ive seen online to try and fix it but couldn't find a fix, found forms online saying if you fast travel to the stables of Windhelm and run to ulfric from there you will be able to continue the quest, this fix seemed to only work for Console though, after some digging for a couple days i found some forms and put together this console command hopefully i was able to help a couple people sad this glitch still exists in 2020.
