Puerto Galera is probably one of the easiest diving locations to get to that I know of. Only 3.5 hours south of Manila lands you in a place with world class dive sites. Teeming with marine life and one of the few places in the world where can you find nudibranchs in shallow places. Well worth a visit for its amazing dive sites and lots of other things to do on the island of Mindoro.
