GameMaker Studio 2 - 3D Mesh Converter

I've been meaning to make a tool to convert between 3D model formats (d3d, obj, vertex buffer) for some time, and that seems like a moderately interesting thing to do on a live stream so we'll see how that goes.

These are the things I want to get done; we'll see how much I can do during the stream.

- Load 3D models into the program from a file
- UI for listing loaded 3D models
-Export one or more 3D models to a specified format
- Define vertex formats, and allow models to switch between them
- Allow models to switch between vertex formats
